If you are using Windows XP., open a DOS command window, type:
notepad C:\WINDOWS\system32\drivers\etc\hosts
Lets say that you want to block www.rediff.com
Add the following line to the file:
127.0.0.1 www.rediff.com
File > Save. You are done!
This may not be a good solution, but its the simplest one.
